No significant fiscal implication to the State is anticipated.

The bill would direct the Commissioner of Education to adopt policies to be implemented no later than the 2008-09 school year that would result in a 10 percent reduction in the amount of paperwork that a school district is required to prepare to meet requirements of the Texas Education Agency (TEA). 

The bill would provide that the requirement that polling places make certain accommodations for persons with physical disabilities from which certain elections of school district trustees are currently exempt would apply to those elections if state or federal funds sufficient to pay for all associated costs are provided.

The bill would allow local governments participating in interlocal contracts for services to be reimbursed for expenses or to engage  in profit-sharing in revenues of the performing party.

The bill would take effect September 1, 2007.


Local Government Impact

School districts would experience a reduction in paperwork related to requirements imposed by TEA.   School districts could accrue some savings in administrative costs related to the provisions of the bill.  Savings would be expected to vary statewide.

Polling places would be required to provide accommodations for persons with disabilities for school district trustee elections that are currently exempt from those requirements if sufficient state or federal funds were provided to pay associated costs.

The bill would allow local governments participating in interlocal contracts for services to be reimbursed for expenses or to engage  in profit-sharing in revenues of the performing party.
