No significant fiscal implication to the State is anticipated.

The bill would direct the Commissioner of Education to adopt policies to be implemented no later than the 2008-09 school year that would result in a 10 percent reduction in the amount of paperwork that a school district is required to prepare to meet requirements of the Texas Education Agency (TEA). 

The bill would amend the current statutory requirement that school district boards of trustees establish a local school health advisory council to make the establishment of such a council permissive.

The bill would exempt school districts from the requirement that entities of local government post conflict of interest diclosure statements and questionnaires on their web sites.

The bill would repeal the statutory requirement that school districts disseminate information regarding bacterial meningitis.

The bill would take effect September 1, 2007.


Local Government Impact

School districts would experience a reduction in paperwork related to requirements imposed by TEA.  School districts would no longer be required to establish local school health advisory councils. School districts would be exempt from requirements regarding posting of information related to conflicts of interest and the dissemination of information about bacterial meningitis.  School districts could accrue some savings in administrative costs related to the provisions of the bill.  Savings would be expected to vary statewide.
