The bill would add Section 61.0386 to Chapter 61 of the Human Resources Code requiring the Texas Youth Commission (TYC) to allow advocacy and other groups to provide information, support, and other services to children in TYC. The bill would also require TYC to adopt security and privacy procedures for advocacy groups providing services to children in TYC. The bill also requires TYC to adopt confidentiality standards consistent with the Texas Department of Criminal Justice (TDCJ) regarding correspondence between children confined in TYC facilities and external entities, including advocacy and support groups.
The Texas Youth Commission anticipates no fiscal impact from this bill.
