LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 1, 2007

TO:
Honorable Anna Mowery, Chair, House Committee on Land & Resource Management

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3325 by Escobar (Relating to the extent of extraterritorial jurisdiction of certain municipalities.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to stipulate that the extraterritorial jurisdiction (ETJ) of a municipality with a population of 2,000 or more and in which the territory is located entirely on a barrier island in the Gulf of Mexico and is within 30 miles of an international border includes the unincorporated area that is continguous to the corporate boundaries of the municipality.

The bill would take effect immediately if it were to receive the required two-thirds vote in each house; otherwise, it would take effect September 1, 2007.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
