No significant fiscal implication to the State is anticipated.

This bill would require the State Energy Conservation Office (SECO) to review revisions made to the International Energy Conservation Code, the energy efficiency chapter to the International Residential Code, and local amendments to such at least once every five years and adopt standards, by rule, which would reduce energy consumption in new buildings by at least 15 percent.

The bill would require SECO to establish an advisory committee and report to the Legislature by January 1, 2011 on the feasibility for adopting standards by January 1, 2030 that would result in residential construction designed to consume no more energy on a net annual basis than can be produced on-site from renewable energy sources.

It is assumed that any additional costs associated with implementation of the bill could be absorbed within existing resources. The bill would take effect immediately upon enactment if it received two-thirds majority votes in both houses of the Legislature. Otherwise, it would take effect September 1, 2007.
