No fiscal implication to the State is anticipated.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.


The bill would amend the Government Code to create GR Account—Trafficking of Persons Investigation and Prosecution and would dedicate revenue and appropriations to the account. Under the provisions of the bill, the Legislature could only appropriate money from the account to the Criminal Justice Division of the Governor's Office for the purposes of making grants to eligible counties investigating and prosecuting the offense of trafficking persons. The bill would limit the distribution of grants to $10 million per fiscal year.

Note: The bill would create or recreate a dedicated account in the General Revenue Fund, create or
recreate a special or trust fund either with or outside of the Treasury, or create a dedicated revenue
source. Therefore, the fund, account, or revenue dedication included in this bill would be subject to
funds consolidation review by the current Legislature.

The bill would take effect immediately upon enactment if it receives two-thirds vote in each house; otherwise, it would take effect September 1, 2007.
