No significant fiscal implication to the State is anticipated.
The bill would include assistant principals in the performance appraisal requirements for principals and would require that the appraisal process include student performance, discipline management procedures, parental involvement, and instructional leadership and support. The majority of the appraisal must be based on student performance. The Texas Education Agency (TEA) estimates that revisions to the appraisal system would cost an amount not to exceed $250,000 in FY2008. The cost of training district personnel on the new appraisal system could be absorbed in the current contract with Regional Education Service Centers.
Local Government Impact
Local school districts would be required to implement a revised principal performance appraisal system and expand that system to include assistant principals.
