LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 1, 2007

TO:
Honorable Rob Eissler, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3425 by Eissler (Relating to the review of the public school system accountability.), As Introduced

No significant fiscal implication to the State is anticipated.

The Texas Education Agency assumes for the purpose of this estimate that the select committee on public school accountability would hold seven meetings prior to issuing a report of recommendations to the legislature.  The Agency estimates that reimbursable expenses for committee members would total less than $35,000 for FY2008.  The Agency estimates no signficant fiscal impact would be associated with the requirements for Agency support of the committee's work.

The bill would repeal Chapter 39, Subchapters C, D, and E, Education Code effective September 1, 2009.  It is assumed for the purpose of this fiscal note that any savings that might be associated with the repeal of the accountability system beginning in FY2010 would be offset by the implementation of new accountability requirements resulting from the work of the select committee.

Under the provisions of the bill, the authorization for the committee would expire January 13, 2009.

Local Government Impact

No fiscal implication to units of local government is anticipated.
