LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 18, 2007

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3449 by Rose (relating to the imposition of an intercollegiate athletics fee at Texas State University -- San Marcos. ), Committee Report 2nd House, As Amended

No significant fiscal implication to the State is anticipated.

The bill would amend Education Code to establish a intercollegiate athletics fee at the Texas State University-San Marcos. Under provisions of the bill, the Texas State University System Board of Regents is authorized to impose an intercollegiate athletics fee on each student enrolled at Texas State University-San Marcos. The fee would be up to $8.75 per semester credit hour for each regular semester and up to $4.50 per semester credit hour each each summer session. Under certain conditions, the Board could increase the fee by up to 5% in an academic year. Depending on the increase, approval would either be by the student government of the university or a majority vote of the students. An intercollegiate athletics fee committee would also be established. Texas State University-San Marcos has indicated that the Intercollegiate Athletics Fee would reduce the Student Services Fee by an equal amount so the new fee would be revenue neutral.

Local Government Impact

No fiscal implication to units of local government is anticipated.
