LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 16, 2007

TO:
Honorable John T. Smithee, Chair, House Committee on Insurance

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3470 by Delisi (Relating to the program of supplemental health coverage for individuals eligible under the TRICARE military health system offered through the Employees Retirement System of Texas.), As Introduced

No fiscal implication to the State is anticipated.

The bill would authorize the Employees Retirement System (ERS) to contract with an entity that is not an eligible insurance carrier, but is authorized to offer health insurance to provide ERS health plan members a TRICARE supplement.

The federal government currently prohibits an employer from offering an incentive, such as the TRICARE supplement, to encourage a member to opt-out of their employers insurance in order to have TRICARE as their primary insurer.

Local Government Impact

No fiscal implication to units of local government is anticipated.
