No fiscal implication to the State is anticipated.

This bill would amend Chapter 708 of the Transportation Code, relating to the collection of surcharges assessed under the driver responsibility program.  The bill applies to defendants charged with driving while license invalid, driving without financial responsibility, or driving without a valid license. The bill would require the court, if accepting a plea other than guilty or nolo contendere in a misdemeanor case, to issue a statement to defendants informing them of their responsibility under the Driver Responsibility Program and fees to be paid. Defendants must sign this statement, and the court should retain a copy. 
 
The bill would take effect September 1, 2007.
 
The additional notice could result in a revenue gain for currently uncollected surcharges. However, due to uncertainties in the data related to individuals with a history of prior noncompliance, this revenue gain cannot be estimated at this time. No fiscal impact to the state is assumed.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
