TO: | Honorable David Swinford, Chair, House Committee on State Affairs |
FROM: | John S. O'Brien, Director, Legislative Budget Board |
IN RE: | HB3678 by Howard, Charlie (Relating to voluntary student expression of religious viewpoints in public schools.), Committee Report 1st House, Substituted |
No significant fiscal implication to units of local government is anticipated.
School districts would be required to adopt the model policy described in the bill or a locally-developed policy to comply with the provisions of this bill. It is assumed that school districts would experience some additional workload to develop and implement the policy in planning events, selecting student speakers, arranging for oral or written disclaimers, and training teachers and staff to ensure compliance with the provisions of the bill. Costs would be expected to vary among districts and would not be anticipated to be significant on a statewide basis.
