LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 7, 2007

TO:
Honorable Aaron Pena, Chair, House Committee on Criminal Jurisprudence

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3688 by Hughes (Relating to the transfer of certain state property from the Texas Department of Criminal Justice to the City of Winnsboro. ), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Department of Criminal Justice (TDCJ) no later than October 31, 2007 to transfer to the City of Winnsboro real property described in Subsection (d) of the bill. The bill requires the City of Winnsboro to use the property transferred under this Act to benefit the public interest of the state. The bill further requires that if the City of Winnsboro uses the property for any other purpose, ownership of the property automatically reverts to the Texas Department of Criminal Justice.

The TDCJ and the General Land Office have determined that the costs associated with implementing the bill are not anticipated to be significant.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
