No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Environmental Quality (TCEQ) to adopt the most restrictive of the following three water saving performance standards for plumbing fixtures: those established by the American National Standards Institute; the final standards established by the Environmental Protection Agency under the WaterSense program specification process; or the standards prescibed within the bill.  
 
The bill would also amend plumbing fixture standards established in statute, including those for kitchen sinks or a kitchen faucet aerators, lavatory faucets or residential lavatory faucet aerators, the maximum flow of showerheads, and the standards for urinals and the associated flush valves. 

The bill would require that manufacturers or importers of plumbing fixtures submit to the TCEQ certified test results from a laboratory accredited by the American National Standards Institute or similar national organization in order to verify that the plumbing fixtures meets the standards prescribed by the bill. 

Any increased workload associated with implementing the provisions of the bill is expected to be handled using existing TCEQ resources.
