HB3790 by Oliveira (Relating to the allocation of transmission rights to electricity.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Utilities Code relating to the allocation of transmission rights to electricity by requiring the Public Utility Commission (PUC) to exercise its authority to facilitate the planning and expansion of transmission facilities and authorize the PUC to exercise its authority to make certain transaction rights available to other entities under certain conditions. The bill would require the PUC to implement the provisions of this bill no later than September 1, 2008.

Based on the analysis of the PUC, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

This bill would take effect September 1, 2007.
