LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 23, 2007

TO:
Honorable Will Hartnett, Chair, House Committee on Judiciary

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3811 by Zerwas (Relating to the reconstitution of a jury wheel for a county.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Section 62.001, Government Code, by removing the requirement that the Department of Public Safety (DPS) must furnish for use in reconstituing a jury wheel a list of county citizens who hold a valid Texas driver's license or personal identification card or certificate issued by the department and are not disqualified from jury service by statute. Texas driver's license and personal identification card information would no longer be required on, and would be prohibited from being included in, the information on the voter registration list that the voter registrar provides to the Secretary of State. In addition, the bill would remove the requirement that the DPS must annually furnish to the Secretary of State a list of persons that hold a Texas driver's license or personal identification card or certificate and the information on those items.

The bill would remove from statute the requirement that the Secretary of State combine the lists received from the voter registrars and eliminate duplicate names. The Secretary of State would no longer be required to send the DPS-furnished list to the voter registrar.

The bill would take effect September 1, 2007.

The state would experience a savings in workload and supplies as a result of removing requirements currently in statute, although the associated fiscal savings is not anticipated to be significant.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
