LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 13, 2007

TO:
Honorable Tracy King, Chair, House Committee on Border & International Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3818 by Merritt (Relating to the creation and operation of the Texas-Louisiana border region economic development steering committee.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Government Code to create the Texas-Louisiana Border Region Economic Development Steering Committee as a local government entity that would be required to develop a strategic plan for the economic development of the Texas-Louisiana border region. The committee would be authorized to implement the strategic plan. The bill provides for the membership, powers, duties, operations, and requirements of the committee.

The committee would be subject to Sunset review every 12 years. The bill would take effect September 1, 2007.

Because the committee would not be subject to review until 2019, there would be no fiscal impact to the Sunset Advisory Commission during the first five years the bill is implemented.

Local Government Impact

There are 18 counties that comprise the Texas-Louisiana border region. No significant fiscal implication to those counties is anticipated as a result of their participation on the committee.
