No fiscal implication to the State is anticipated.

The bill would amend Section 272.001(b) of the Local Government Code to add a real property interest conveyed to an emergency services district as property that may not be conveyed, sold, or exchanged for less than the fair market value of the land or interest unless the conveyance, sale, or exchange is with one or more abutting property owners who own the underlying fee simple. In addition, conveyance, sale, or exchange of this real property would not have to comply with notice and bidding requirements included in Section 272.001(a).

The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2007.


Local Government Impact

The fiscal impact to units of local government would depend on what the fair market value is per parcel of land.
