No fiscal implication to the State is anticipated.

The bill would amend Subchapter C of Chapter 372, Local Government Code, to specify certain counties may establish economic development projects and create public improvement districts. The district would be created under Section 52, Article III, and Section 59, Article XVI, Texas Constitution. Section 52, Article III would provide authority for issuing bonds and levying taxes for certain purposes, and Section 59, Article XVI would provide the district with the powers and authority of a conservation and reclamation district.

The bill would take effect immediately if it were to receive the required two-thirds vote in each house; otherwise, it would take effect September 1, 2007.


Local Government Impact

Provisions of the bill would allow for various methods of funding projects. Changes in procedures related to economic development projects and creating a public improvement district are not anticipated to have a significant fiscal impact.
