No fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $77,468.


The resolution would propose an amendment to Section 24, Article VIII of the Texas Constitution to require a two-thirds vote of the Legislature to enact a law imposing a personal income tax or an increase in that tax before such legislation could be submitted to the voters for approval.

 

Currently, the Texas Constitution only requires that the Legislature enact a law imposing a personal income tax before it is submitted to voters for approval. The proposed amendment would require an affirmative vote of two-thirds of the membership of each house before such a law could be submitted to the voters for approval.

 

Because the proposed change would have no revenue implications, there would be no fiscal impact.

 

The proposed amendment would be submitted to the voters at an election to be held November 6, 2007.
