No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $77,468.


House Joint Resolution 90 amends the Texas Constitution to provide that the legislature by general law may authorize the Texas Public Finance Authority to provide for, issue, and sell general obligation bonds of the State of Texas in an amount not to exceed $3 billion and to enter into related credit agreements to establish the Cancer Prevention and Research Institute of Texas for the purpose of scientific research of all forms of human cancer.  

As proposed, HJR 90 would be submitted to voters at an election to be held on November 6, 2007.
