No significant fiscal implication to the State is anticipated.
The committee substitute adds new language that the community justice assistance division (CJAD), Texas Department of Criminal Justice (TDCJ), shall award contracts for battering intervention and prevention (BIP) programs that are operated by nonprofit organizations. Also, the substitute specifies that TDCJ shall not use funds appropriated by the Legislature for statewide allocation of grants to local nonprofit organizations for battering intervention and prevention programs.
CJAD states that for estimation purposes, 5 additional FTEs would be needed to implement the initiative at a cost of approximately $263,228. It is assumed that these costs can be absorbed within the agencies current appropriations.
