LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

February 13, 2007

TO:
Honorable Robert Duncan, Chair, Senate Committee on State Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB92 by Van de Putte (Relating to coverage of anorexia nervosa and bulimia nervosa as serious mental illnesses under certain group health benefit plans.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Insurance Code to include anorexia nervosa and bulimia nervosa in the definition of serious mental illnesses.  The bill would require the Sunset Advisory Commission to conduct a study to determine the utilization of coverage required by bill and the impact on health benefit plan cost of the required coverage.

Based on the analysis of the Texas Department of Insurance and the Sunset Advisory Commission, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

This act would take effect on September 1, 2007.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
