No significant fiscal implication to the State is anticipated.

Under provisions of the bill, higher education institutions would be required to provide the same opportunities to retailers as compared to university-affiliated bookstores in terms of lists for instructional materials, dissemination of the instructional materials and extension of credit for the materials. The institutions of higher education would be able to implement these provisions within existing resources. Some institutions have indicated that implementing the bill could impact student services.

No fiscal implication to units of local government is anticipated.
