TO: | Honorable Judith Zaffirini, Chair, Senate Committee on S/C on Higher Education |
FROM: | John S. O'Brien, Director, Legislative Budget Board |
IN RE: | SB128 by West, Royce (Relating to the eligibility of a high school graduate for automatic admission to an institution of higher education.), As Introduced |
The bill would revise automatic admission requirements under Section 51.803, Education Code to add
a requirement that eligibility for automatic enrollment require students to graduate under the recommended or advanced high school program unless such coursework was unavailable due to circumstances beyond the student's control. Students would be considered to have complied with these curriculum requirements if they could not complete the recommended or advanced program due to the lack of courses available at the appropriate times in a student’s high school career as a result of course scheduling or lack of enrollment capacity or other cause outside the control of the student.
The bill would direct the Texas Higher Education Coordinating Board to consult with the Texas Education Agency to adopt rules establishing standards applicable to private high schools. The bill has no direct fiscal implications for the Foundation School Program, the Texas Education Agency or the Texas higher Education Coordinating Board.
