No significant fiscal implication to the State is anticipated.

The bill authorizes establishment of fetal and infant mortality review teams by local health authorities, other local health officials, or the Department of State Health Services (DSHS). DSHS estimates no fiscal impact from establishing these review teams. The agency estimates that any cost from providing support to counties without a local health authority would be minimal and could be absorbed within current funding.

 

The bill would also amend the text of the sign required to be posted by sellers of cigarettes or tobacco products warning that sales to a minor are prohibited by law; the amended sign would provide additional health warnings for pregnant women. The Comptroller of Public Accounts is required to design and provide this warning sign. The agency estimates no fiscal impact from amending and providing the amended warning sign.


Local Government Impact

It is assumed that a local health authority would create and operate a review team only if the funds are available.

Due to the small number of possible cases, no significant fiscal implication to units of local law enforement is anticipated from the creation of the new Class A misdemeanor offense stated in the bill.
