No significant fiscal implication to the State is anticipated.

The State Board for Educator Certification would be required to propose rules governing the
certification of educational diagnosticians by January 1, 2008.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.

The bill would require that educational diagnosticians hired on or after September 1, 2008 hold an appropriate certificate or permit.  However, the bill would allow an individual employed by a school district as an educational diagnostician before September 1, 2008  to continue serving in that role without obtaining a certificate or permit for the duration of the person's employment with that district.  School district contracts with educational diagnosticians would not be subject to the minimum 10-month service requirement provided under Section 21.401, Education Code.
