No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code by requiring the Community Justice Assistance Division (CJAD) of the Texas Department of Criminal Justice (TDCJ) to provide grants to selected departments for the implementation of a system of progressive sanctions designed to reduce the revocation rate of defendants placed on community supervision.  Priority would be given to counties that have historically significantly exceeded the statewide average of revocations or those counties that have demonstrated success, through implementing progressive sanctions, in reducing the revocation rate. The bill further requires that on December 1 of each even-numbered year the community justice assistance division (CJAD) of the Texas Department of Criminal Justice (TDCJ) must provide a report to the Board summarizing, describing and analyzing progressive sanctions operating in counties. The date that the Board must provide a copy of the report to the legislative leadership would be not later than December 15 of each even-numbered year. The Texas Department of Criminal Justice has determined that the cost of implementing the bill would not be significant.
