No significant fiscal implication to the State is anticipated.

The bill validates any actions or proceedings of the Texas Water Development Board (TWDB) related to the approval and inclusion in the state water plan for the five-year period beginning January 5, 2007, of a regional water plan that was submitted after the deadline of January 4, 2006, if that water plan was approved by the applicable regional water planning group no later than January 19, 2006.

 

According to the TWDB, there is one regional water plan that would be affected by this legislation.  The bill would remove the current requirement for this region’s entities to obtain waivers for consistency with an approved regional water plan from TWDB and the Texas Commission on Environmental Quality in order to obtain state financing and/or surface water permits associated with recommended regional water management strategies. The TWDB does not anticipate any significant fiscal impact associated with this new provision.
