LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 8, 2007

TO:
Honorable Joe Deshotel, Chair, House Committee on Economic Development

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB194 by Jackson, Mike (Relating to the eligibility of certain individuals with terminally ill spouses or parents for unemployment compensation.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Labor Code relating to the eligibility of certain individuals with terminally
ill spouses for unemployment compensation.  The Texas Workforce Commission (TWC) estimated an impact to the Unemployment Insurance Trust Fund would be approximately $1.7 million in FY2008, $1.8 million in FY2009, $2.0 million in FY2010, $2.0 million in FY 2011, and $2.2 million in FY2012, totaling $9.7 million over the 5-year period.  Based on the analysis of TWC, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

The bill would take effect immediately upon receiving a two-thirds majority vote in each house.  If the bill does not receive a two-thirds vote in each house, the bill would take effect September 1, 2007.

Local Government Impact

No fiscal implication to units of local government is anticipated.
