LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 3, 2007

TO:
Honorable Geanie Morrison, Chair, House Committee on Higher Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB201 by Nelson (Relating to tuition exemptions at public institutions of higher education for certain professional nursing program preceptors and their children.), As Engrossed

No significant fiscal implication to the State is anticipated.

Under provisions of the bill, qualified resident students who are registered nurses and serve as clinical preceptors under agreement with an undergraduate professional nursing program can receive a $500 tuition exemption.  The exemption could be claimed in the semester the exemption was earned or in another semester within a year from when the exemption was earned.  A resident undergraduate student who is a child of a qualifying clinical preceptor would also be entitled to a $500 tuition exemption.  The child would have the same time restrictions on claiming the exemption, and their eligibility would not be affected by whether the parent  also received the exemption. It is assumed the cost associated with the exemption will be absorbed by the institutions of higher education since the bill does not require the State to reimburse the institutions.

Local Government Impact

No fiscal implication to units of local government is anticipated.
