March 31, 2007

TO:
Honorable Wayne Smith, Chair, House Committee on County Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB254 by Ellis (Relating to the sale of live animals in certain counties on a public highway or road, the right-of-way of a public highway or road, or a parking lot.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would amend the Transportation Code by changing the population limits for determining which counties by order may regulate roadside vendors and solicitors. The change from applying to a county with a population of more than 2.2 million to a population of more than 1.3 million would add Bexar and Tarrant Counties.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
