Fiscal Analysis

The bill would amend Section 504.315 of the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue special license plates for recipients of the Silver Star Medal. The bill would specify that the new specialty plate would not be subject to the provisions of Transportation Code Section 504.702, relating to specialty plates authorized after January 1, 1999. The bill would take effect on September 1, 2007.


Methodology

Under current law, the fee for issuance of military specialty license plates under Section 504.315 of the Transportation Code is $3 for the first set of plates and $15 for each additional set of plates, with no fee at the time of registration except for the fee for the license plates. Based on the analysis of TxDOT, it is assumed the issuance of 100 first sets of Silver Star Medal license plates at $3 and 50 additional sets at $15, annually, would result in a gain to the State Highway Fund of $1,050 per year. It is assumed any additional costs associated with the issuance of the new plates could be absorbed within the agency's existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
