No significant fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code as it relates to disease control programs to reduce the risk of certain communicable disease.
The bill would require local health authorities or other organizations operating disease control programs authorized by the bill to submit annual reports to the Department of State Health Services (DSHS). It is assumed that any costs to DSHS associated with implementing the provisions of the bill would be absorbed within the agency's existing resources.
Changes to Section 481.125, Health and Safety Code would apply only to an offense committed on or after the effective date of this Act.
The bill would take effect September 1, 2007.
Local Government Impact
It is assumed that a local health authorities or an associated organization would implement the specified disease control program only if sufficient funding is available. There would be minimal costs to prepare annual reports to the Department of State Health Services on the effectiveness of the program. There would also be costs associated with purchasing hypodermic needles or syringes, which would be offset by fees charged to participants in the program.
