SB309 by Van de Putte (Relating to the requirement that a career school or college adopt a refund policy for students called to active military service.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill requires that career schools and colleges must adopt a refund policy or provide alternate solutions for those students who are called for active military duty. As a condition to receiving a certificate of approval or renewal of a certificate, each school must maintain, and include in its catalogue and enrollment contract, a student withdrawal policy for those students who have been called to active duty in a United States military service or in the Texas National Guard;  (1) a refund of any tuition, fees, or other charges paid by the student for the course;  (2) a grade of incomplete with the designation “withdrawn-military” for the course on the student’s transcript, and the right to re-enroll in the course not later than the first anniversary of the date the student is discharged; or  (3) the assignment of an appropriate final grade or credit for the course if the instructor determines that the student has satisfactorily completed a substantial portion of the coursework; and demonstrated sufficient mastery of the course material to receive credit for completing the course.  The bill would be implemented within existing resources.
