No significant fiscal implication to the State is anticipated.
The bill requires that career schools and colleges must adopt a refund policy or provide alternate solutions for those students who are called for active military duty. As a condition to receiving a certificate of approval or renewal of a certificate, each school must maintain, and include in its catalogue and enrollment contract, a student withdrawal policy for those students who have been called to active duty in a United States military service or in the Texas National Guard; (1) a pro rata refund of any tuition, fees, or other charges paid by the student in advance of the withdrawal; (2) a grade of incomplete with the designation “withdrawn-military” for the courses in the program, other than courses in the program for which the student has previously received a grade on the student's transcript; or (3) the assignment of an appropriate final grade or credit for the course if the instructor determines that the student has satisfactorily completed at least 90% of the coursework for the program; and demonstrated sufficient mastery of the program material to receive credit for completing the program. The bill would be implemented within existing resources.
