LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 19, 2007

TO:
Honorable Jeff Wentworth, Chair, Senate Committee on Jurisprudence

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB507 by Uresti (Relating to reimbursement of members of the Guardianship Certification Board for certain expenses.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code, Chapter 111 to permit members of the Guardianship Certification Board (Board) to be reimbursed for travel expenses and other actual and necessary expenses incurred in the performance of Board duties. Currently, provisions in the Government Code do not allow members of the Board to be reimbursed.  According to the Office of Court Administration, the Guardianship Certification Board meets quarterly and has 15 members.  Assuming that at least 10 members attend each meeting and would seek reimbursement, the annual expense for attendance at 4 meetings with expenses of approximately $350 per meeting per member totals $14,000.  This represents an 18.2 percent increase above the current annual budget of $76,728.  To the extent the bill would increase operating expenses of the Guardianship Certification Board, the fiscal implication to the State is not anticipated to be significant.

The bill would take effect September 1, 2007.

Local Government Impact

No fiscal implication to units of local government is anticipated.
