No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require an applicant for an original dealer general distinguishing number who proposes to be an independent motor vehicle dealer to submit to the Texas Department of Transportation (TxDOT) evidence that the applicant completed a basic dealer education course approved by the TxDOT in the year preceding the date the application is filed.

TxDOT indicates that implementing the provisions of the bill would require increased staff and travel expenditures to conduct additional dealer training seminars at a cost of approximately $270,000 each year. However, it is assumed the costs could be absorbed within the agency's existing resources.

The bill would take effect on September 1, 2007.
