No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code as it relates to the requirement of speaking and reading the English language as a condition for the issuance of a commercial driver's license.

The bill would amend Transportation Code, Section 522.023(b) and (g) to require the knowledge test be conducted in English. The Department of Public Safety (DPS) would also be required to test the applicant’s ability to speak and read the English language, including the ability to understand traffic signs and signals written in English. The bill would take effect on September 1, 2007.

DPS anticipates no fiscal impact to the agency.
