TO: | Honorable John Carona, Chair, Senate Committee on Transportation & Homeland Security |
FROM: | John S. O'Brien, Director, Legislative Budget Board |
IN RE: | SB621 by Carona (Relating to payments by the Texas Department of Transportation to an unsuccessful private entity that submits a proposal for a comprehensive development agreement.), As Introduced |
The bill would repeal provisions in the Transportation Code which require the Texas Department of Transportation (TxDOT) to compensate an unsuccessful bidder under a request for detailed proposal on a comprehensive development agreement and allow TxDOT to make use of any work product contained in the usuccessful proposal.
Based on the analysis of TxDOT, it is assumed the provisions of the bill would not result in a significant fiscal impact to the state.
The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house or otherwise on September 1, 2007.
