No significant fiscal implication to the State is anticipated.

The bill would repeal provisions in the Transportation Code which require the Texas Department of Transportation (TxDOT) to compensate an unsuccessful bidder under a request for detailed proposal on a comprehensive development agreement and allow TxDOT to make use of any work product contained in the usuccessful proposal.

Based on the analysis of TxDOT, it is assumed the provisions of the bill would not result in a significant fiscal impact to the state.

The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house or otherwise on September 1, 2007.

No fiscal implication to units of local government is anticipated.
