LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 30, 2007

TO:
Honorable Kip Averitt, Chair, Senate Committee on Natural Resources

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB657 by Seliger (Relating to the threshold amount at which certain water districts are required to solicit competitive bids before awarding certain contracts. ), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Water Code to increase the minimum value of a contract for which certain water districts would be required to solicit competitive bids before awarding certain contracts. The number of weeks for which a notice advertising letting of a contract would be reduced from three to two. The bill would also expand the purposes for which a district may elect to contract.

The bill would apply only to a contract entered into or or after the effective date of the bill, which would be September 1, 2007.

Local Government Impact

The change in threshold values and purposes of contracts would allow a district more flexibility in its operations. No significant fiscal implication to units of local government is anticipated.
