No significant fiscal implication to units of local government is anticipated.
School districts would be directed to issue a certificate of attendance to certain special education students who have completed four years of high school but have not completed the requirements of their individualized education program (IEP). Students receiving the certificate would be allowed to participate in a graduation ceremony. Receipt of a certificate would not preclude a student from receiving a high school diploma upon completion of their IEP.
