No significant fiscal implication to the State is anticipated.

The bill would allow a state agency or local government that uses TexasOnline to accept credit and debit cards for point-of-sale transactions, including person-to-person transactions, transactions that use an automated process to facilitate person-to-person transactions and transactions completed by a person at an unattended self-standing computer station.  

The bill would allow a state agency or local government to track payments, including cash and credit card payments with an electronic infrastructure developed by the Department of Information Resources whether or not the payments received were made through the electronic infrastructure. 

The bill would require each state agency or local government that uses TexasOnline to make its internet website conform to standards established by the Department of Information Resources. 

It is anticipated that any costs related to implementing the provisions of the bill would be offset by fees generated by the use of the electronic infrastructure and existing resources.

No significant fiscal implication to units of local government is anticipated.
