No fiscal implication to the State is anticipated.

The bill would amend the Water Code to make permissive whether a groundwater conservation district requires that records be kept and reports made of the drilling, equipping, and completing of water wells and of the production and use of groundwater.

A district would be authorized to adopt rules that would require an owner or operator of a registered or permitted water well to report groundwater withdrawals using reasonable and appropriate reporting methods and frequency.

The bill would take effect September 1, 2007.
