No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code and the Government Code to transfer the powers and duties related to the collection, tabulation, and analysis of vehicle accidents from the Department of Public Safety (DPS) to the Texas Department of Transportation (TxDOT). The bill would require DPS to enter into a memorandum of understanding with TxDOT, not later than September 21, 2007, to implement the transfer. The bill would specify that on October 1, 2007, all related duties, obligations, appropriations, and personal property are to be transferred from DPS to TxDOT, and 86 full-time DPS employees associated with these functions would become TxDOT employees.

Based on information provided by the Department of Public Safety, it is assumed 86 full-time equivalent positions and approximately $3.1 million in appropriations from All Funds would be transferred to TxDOT from DPS in fiscal year 2008. It is assumed any additional costs or duties associated with implementing the provisions of the bill could be absorbed within current resources.

The bill would take effect on September 1, 2007.
