The bill would allow a military dependent that transfers into a Texas public school after completion of the student's sophomore year in high school to satisfy state exit-level assessment requirements and qualify for a high school diploma through satisfactory performance on one or more nationally recognized norm-referenced assessment instruments.
The commissioner of education would be required to establish performance levels for the assessment instruments noted above that correspond to the required performance levels for the state exit-level assessment instruments for English language arts, mathematics, social studies, and science. It is assumed that costs associated with setting performance standards would not be significant.
It is assumed that the state would not bear the cost of testing fees for eligible students who choose to satisfy exit-level performance criteria through the alternative assessment.
No significant fiscal implication to units of local government is anticipated.
It is assumed that school districts would not be required to pay testing fees for eligible students who choose to satisfy exit-level performance criteria through the alternative assessment; it is assumed that the student would bear the cost.
