LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 26, 2007

TO:
Honorable Kip Averitt, Chair, Senate Committee on Natural Resources

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB969 by Estes (Relating to exemptions from certain fees for government vessels and outboard motors.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Parks and Wildlife Code to propose an exemption from boat and outboard motor title fees if the vessel is used exclusively for federal and or state purposes.  If the bill is adopted,  the revenue loss to the State is not anticipated to be significant ($20,400 per fiscal year in the General Revenue-Dedicated Game, Fish and Water Safety Account No. 9).

The bill would take immediate effect with two-thirds the vote of all members; otherwise, the bill would take effect September 1, 2007.

Local Government Impact

No significant fiscal implication to units of local government is anticipated, although the bill does exempt local government from paying for titling or registration fees associated with boats or outboard motors.
