No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require a toll project entity to publish in a local newspaper certain information regarding project financing, whether the project will continue to be tolled after the debt has been repaid, a description of the toll rate-setting methodology, and a description of certain contract terms specified by the bill. The bill would specify that a toll entity could not enter into a contract for the construction of a toll project before the 30th day after the date the information is first published and until after the toll project entity conducts a public hearing regarding the published information.

Based on the analysis of the Texas Department of Transportation, it is assumed that any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.

The bill would take effect on September 1, 2007
