No significant fiscal implication to the State is anticipated.

The bill relates to student representation on the Texas Higher Education Coordinating Board and certain coordinating board advisory committees. Under provisions of the bill, the president of each institution of higher education shall develop a uniform application form to be used to solicit applicants for the position of student respresentative to the board. The student representative must be enrolled as an undergraduate or graduate student in an institution of higher education at the time of appointment and thoughout the student representative's term.  The student representative has the same powers and duties as members of the board except the student may not vote an any matter, make or second a motion, and is not counted in determining whether a quorum exists or in determining the outcome of any vote of the board.  Subject to approval of the chairman of the board, a student representative is entitled to be reimbursed for the actual expenses incurred in attending the meetings of the board and serves without compensation. Institutions of higher education would implement provisions of the bill within existing resources.
