No significant fiscal implication to the State is anticipated.

The bill would amend the Business and Commerce Code and would prohibit the access or control of a computer operating system by individuals other than the computer’s owner or operator. The bill would also provide that the Office of the Attorney General may bring a civil action against a person who violates provisions of the bill. It is assumed that any additional costs associated with implementation of the bill could be absorbed within existing state resources. Any additional revenue generated through the recovery or award of damages is unquantifiable because the number of civil actions that could result in awards or damages is not known.

Local Government Impact

No fiscal implication to units of local government is anticipated.
